== Przyczyny ==
Abdl al-Aziz Buteflik sprawuje urząd prezydenta nieprzerwanie od 1999. Objął go jeszcze w czasie [[Wojna domowa w Algierii|wojny domowej w Algierii]]. Następnie wygrywał wybory jeszcze trzykrotnie, tj. w 2004, 2009 i 2014. Jako jeden z nielicznych autokratów nie został obalony w czasie [[Protesty w Algierii|Arabskiej Wiosny]] w 2011<ref name=":0" />. W 2016 uchwalono nową konstytucje Algierii, w której ograniczono możliwość sprawowania kadencji urzędu prezydenta do dwóch. Jednakże zmiana prawa nie uwzględnia minionych już kadencji, co umożliwia Buteflikowi pozostanie nadal u władzy.
